Whitaker Square was developed in 2005 and Blackstone acquired the asset in 2019. HWBC has managed the development since 2017 and was retained as agent by Blackstone on acquisition.
The entrance ramp to basement level reflected its use at the time of development, being predominately a car park facility however, did not fully meet the needs of the property occupiers who now use the basement for staff access, deliveries, end-of-journey amenities including showers and changing rooms, bike storage & repair, and of course car parking. As part of a series of life-cycle replacement projects addressing elements of the property that had reached the end of their useful life, HWBC proposed a comprehensive refurbishment of the basement level & car park entrance which was accepted as a positive initiative by the current owner.

Project Description
HWBC to set a design brief for PropCom Projects and an Architectural practice was engaged to develop a number of design concepts. The preferred concept was refined and a final design for the entrance was agreed between Client, Architect and HWBC. The Architect was instructed to develop tender drawings to double as construction standard drawings which were issued to three pre-selected contractors with a return date in four weeks time.
The three tenders submitted were carefully analysed but all significantly over what the budget anticipated. With the analysis of the preferred tender, PropCom engaged with the contractor to assess and break down each element of the proposed works. Through this value engineering process, opportunities to reduce costs while still achieving the desired improvements were agreed with the contractor. A revised scope of works and final agreed contract price of €177,215 was agreed, 27% lower than the original tender quote.
PropCom managed initial site mobilisation with the contractor and undertook weekly site inspections and meetings. During such meetings site experiences were discussed and any revisions to works agreed. Traffic management was introduced during the project to aid access and egress to the occupied car park. On completion of the works, PropCom Projects prepared a detailed snag list and oversaw its timely completion by the contractor.
The project was completed within the 6 week program and to the agreed final tender price.
The car park entrance has been transformed. The works included new ceilings, LED and feature lighting, planting to introduce greenery, branding and place-naming signage and defined pedestrian & cyclist safe access routes.
